What it is for
Building a Flutter app of more than one screen: package boundaries written into pubspec before the code, a strict analyzer gate, rebuilds that stay local and heavy work off the UI isolate, a screen-reader audit on a device, and journeys on an emulator that a flaky result fails.
Where it is wrong
A React Native app (mobile-app-crew) or a native Android one (android-app-crew). Not the release: no member writes a version, a changelog or a withdrawal plan, which is release-crew. Not backend work, and not one screen — same-file work for the engineer alone.
