Migrating or upgrading a legacy codebase: the business rules extracted and traced, the current behaviour pinned by characterization tests, the code moved one slice at a time behind a seam, and each slice security-reviewed.
Where it is wrong
Greenfield work, a routine version bump, or a change confined to one module. Those are small and sequential, and the modernization engineer alone does them with less overhead.
