What it is for
A new feature in one repository with a test suite, taken from idea to a spec with acceptance criteria, a plan with its assumptions written down, code driven by failing tests, and an independent check against the spec.
Where it is wrong
A one-line fix, a prototype with no spec, a project with no tests, or a change confined to one file. Those are small, sequential jobs one agent does better alone, and handing them between four experts only adds cost.
